It's from the official 20th Anniversary of Hang-On album by SEGA's music team "Wavemaster". That particular remix was done by Shigeru Ohwada (SHO).

I was completely unaware that Zebrahead did a sonic track for Sonic 06

A lot of those are compilations, not arrangements. Many of them sound like they were recorded off of an emulator as well (especially the SMS stuff). I don't really care about compilations.
