Or if you don't want to do the research yourself, someone can actually answer your question!
Basically the difference is:
Four new characters-Tammy, Fei Long, T. Hawk, and the Jamacain dude, each with their own level.
Different selectable color palates for old characters.
Some new looking moves for older characters
A couple new modes of play
Enjoy your game!

It's basically SFII, with 4 new characters.
Cammy, Dee Jay, Fei Long, and T.Hawk.
Other than a couple new moves, and alternate colors, there's really nothing too special.

And an awful soundtrack.SF2:CE was almost arcade perfect soundwise, while SSF2 is a mess.

There's a lot of hate for this game. I personally love it to death. Yeah the sound is bad but you get a game with four new characters, improved a.i., beautiful graphics and super mode. :D I think it's a stunning conversion of the arcade, one of the best arcade to home conversions on the genesis.

I agree. :) I don't even think that the sound is bad, it's just not good. It's as impressive as anything on 16-bit consoles. SFIISCE might have had nicer sounds used for the music, but it was less consistent. Same with the visuals.
i think they also fixed some balance issues.like li could only head stomp 1 time, other version she could do it 3 or more times. ssf2 is the main reason my sega genesis 3 stays hooked up to my 37 inch lcd.great game

wholeheartedly agree....
SSF2 is virtually unplayable for me....the sound is pure, unadulterated poop...
i was hugely disappointed when i picked it up....the snes version is way better, imo.

I own both the SNES and Genesis ports (And a weird japanese NTSC port for the SNES), and the sound on the SNES is what keeps me coming back to that port.

I have done direct comparisons with a friend with a standard tv set (crt 20") without external speakers, between a SNES mini and my model 1 Megadrive (modded) and the difference is not that great. Actually, the SNES sound is VERY muffled, while the Genesis sounds clearer (but..scratchier).
We have also noted that, somehow, the most enjoyable version is the genesis one, and we're both unbiased (he collects everything snes related, while I'm the sega nerd :D ). Maybe it's just the controller...but it feels smoother. And we still play SSF2 regularly, while we play SCE less because of the missing characters.
Needless to say, the best retrogame nights are passed making comparisons (MK trilogy, Doom 32x vs Doom SNES, Samurai Shodown..ecc)

Please. There's a metric shit ton of Wikipedia references strewn throughout this board; why you singled this one out as an invalid reference is beyond me. In addition, the actual Wiki article gives a nice, high-level (and factual!) overview between revisions, which is what the OP wanted.
