Yes, with the exception of one or two games you probably don't want. You can't use Japanese games, though.

North America and Europe are the same region for SMS. However, a large number of Brazilian games may or may not work, depending on which SMS system you have. I don't think there's even a mod for Japanese games.

OK, some PAL games don't work, but the games that don't work are either shit, or rare.

I know Back to the Future 3 doesn't work, Prince of Persia is wonky, New Zeland Story acts weird.

They're not 1:1. The UK games have horizontal instruction manuals with 657,328,685,799 different languages in them. Here in America we force English on everybody because other languages suck ass.
