How well does this work if the disc has light scratches?!

I have a copy of Burnout 2 that is kind of glitchy, and the disc has some light scratches, I was wondering if that may help?

It might. I had a copy of Daytona USA for the Dreamcast that wouldn't boot at all. One day after sitting on the shelf for months it just decided to not work. Resurfacing made it work.

Don't do this with Blu-Ray discs :)

Frequency got scratched up pretty good and refused to play, but after resurfacing it, it played perfectly.
