are these the closest Genesis games to a diablo style of game? which has more rpg elements? (experience, level building, etc.)

Arcus is more RPG-oriented. Gauntlet has an awesome adventure mode that has RPG elements, but it's still the same gameplay. I'd go with Arcus for my action/RPG fix.

Arcus Odyssey is the closest the Gen comes to a "Diablo clone" then?

I'd say that Skeleton Krew is a bit closer, maybe. Totally the wrong genre, but it seems a bit closer than Arcus. >_^

i just found out that my favorite viddy game composer, Hitoshi Sakimoto, did the soundtrack to Gauntlet IV. (he did Final Fantasy Tactics, Vagrant Story, Radiant Silvergun). I downloaded it and it's a pretty great soundtrack considering the Genesis sound capabilities. He also did the Devilish soundtrack, which sounds great also.

do these games (Gauntlet IV and Arcus Odyssey) have the same nearly unlimited replay value of games like diablo, where you can keep building your character up and finding new items for a very long time?

No. Arcus is only seven (?) levels long. After that, it's over. Gauntlet is much longer, but it's still not like Diablo in that regard.
