Reverse Engineering a Power Base Converter: Possible?

We all know that you can play MS games on the Game Gear by using a Master Gear Converter. This got me thinking: might it be possible to reverse engineer a PBC (substituting the converter) to play GG games on it using the Genesis? The MGC and PBC are more or less the same thing, no? Is so, shouldn't it be theoretically possible to do this?
