Dr. Zan says something like, "we need to try harder, friends!" He means that literally -- you have to beat the game on a harder difficulty setting.

Oh okay. Does that mean a harder difficulty in general or is there a specific difficulty for it?

With pal and us versions, you need to play in hard to see the final levels.
Pretty tough.
Try to find a japanese one, you can complete all the levels in easy ^^

Yeah, and in the Jap version you can play as a gay man, who is actually the first boss. He was censored in the western versions.

Yeah the queer guy is named Ash. He is playable in the JPN version and he's broken to the point of hilarity. The guy has all of 5 animation frames but he can drain entire bars of health with his slap.

Shiva is better anyway if you want to go the broken route. I mean he gets a free infinite with the Y button.

Course everyone should be playing the JPN version unless they don't have a choice. Much better than the US version(and that's not even considering Ash) but that's all IMO.

Many thanks for all the help. One last question, any general advice to give about beating the game? I tried it on hard a couple days ago and sucked pretty hard...

Play two-player, if you can. It makes it quite a bit easier.

Apparently, if you beat the fuck out of the kangaroo trainer, you can play as the kangaroo. Playing the Kangaroo was the only decent thing about SOR3.

Skate is the strongest character IMO. Start at level one and don't move. Let the enemies kill off one of your lives. Now you have super skate and he can really kick some ass.

I'm looking for a little advice on Streets of Rage 3. I've been playing it a lot lately, but I keep getting what I assume to be a bad ending on level 5 after killing the robot posing as Mr. X. Advice?

This means your playing in easy mode. You must at least play in normal mode to go past this. You also must save the mayor before he dies to see the real ending.

You're comparing a cheat with a normal character... Why not use Super Axel? Select him and keep holding the DPad in a clockwise motion (Start can be used to skip the cutscenes)
