Magical Flying Hat or something along those lines, Japanese version of the Decap Attack. I have it, fun game :)

TmEE is right of course. Its full name is "Magical Hat no Buttobi Turbo! Daibouken".

And according to Guardiana, the Japanese is まじかるハットのぶっとびターボ！大冒険 - which Google-thing translates as "Bukkake for jump Turbo Magical Hat! Adventure".

Which is interesting. :?
