I haven't seen the UK or EU specific boxes, so it could be one of those (seems more like UK given the english text), and I know UK and EU got different art for the later games, so I thought it might be possible, and it does have a similar style to some of th ehigher quality EU or UK box art.
Still, that's pretty detailed and pertanent to the game (compared to UK MM2) so I'm not sure. (though the buster is on his right arm rather than left as the Japanese standard)
A damn good photoshop if it is one.
Edit: nevermind about the left vs right arm thing, it appears the Rockman box/cart art also had it on his right for the first few games at least.

It definitely apears to be the UK box art. If it is, that's damn good.

I dunno where it's from but it kicks the shit out of the US box art.

I think that site is wrong, the European boxes are different than those, I'm almost positive it's UK, just like that MM2 box I posted, all English. (EU boxes are different and are maked as european porducts as well, as in mine above) That site seems to be missing the EU MM box art in general, so I'm still not sure if there was different art for mainland europe for MM1. (MM2 and 3 I'm sure there were, not sure about later ones though)

It seems like you already figured as much but it is definitely official, you can see it along with a lot of other cool art in the R20/Mega Man Complete Works art books. :)

The Euro box art of Mega Man 2 and 3 is pretty weird. They got it partially right with the Anime-ish Mega Man and Robot Masters, but they kept the Mark Twain Wily.
The American cover for MM2 is pretty lame (the one on the far right). It looks like they're playing laster tag, and Mega Man has a motorcycle helmet on, plus tight jeans! I grew up always seeing that one lol

UK shares its boxart with the rest of continental Europe aside from Germany as far as I know. I had that old MM1 boxart, it looked just like that in Sweden.
I think the EU MM1 and 2 boxarts are pretty awesome, they're kitsch-cheesy in a good way as opposed to the US ones. And MM1 actually looks stunningly accurate compared to many other "realistic" depictions of 8-bit and 16-bit games.

What I don't get is, if Capcom US was so incredibly lazy that they couldn't hire someone to make box art that looked decent, why didn't they just leave it unaltered.
I guess that applies to most US Box art though, it's just completely illogical. I mean I can see some US Capcom person back in the day looking at the Japanese box art. "Cartoons, what kid likes cartoons?!?!?!? We're going with the half-assed Buck Rogers."

In the case of MM1, according to the doccumentary included in the GC MM collection (and several online articles), they screwed up with the timing of the MM1 release at soem point, and literally had to have box art made in under 24 hours, the artist had very little information about the game, and hadn't seen the Japanese cover or concept art either. Hence it being both inaccurate, as well as rushed/low quality. (in that situation, IDK why they didn't just use the Japanese artwork, I know marketing would have wanted it "westernized" but given the situation, even that should have seemed apealing to management...) Maybe there wasn't time to even send over compies of the Japanese artwork.
However, I'm not sure what the excuse for the MM2 box is (or the weird European one for that matter).

What's a miracle is the game still managed to sell with that boxart. What's even more amazing is they stuck with the crappy box art because it was tradition!
Why couldn't they use the badass pictures from the NP covers?

I can't seem to find an image of the one with Mega Man and Rush... think it's MM3.
