Is there an electrolytic capacitor on the PCB?
I had a Zombies (Ate My Neighbours) cart that was completely dead until I replaced the cap with a new one.
The sync polarity is negative. I think you need an AND gate to combine them... But I could be wrong?

Yep, but 4:3 stretched to 16:9 hurts my eyes. I'd rather just leave pin 8 floating and switch to the AV channel manually :)
Here's how it works:
SCART pin 8: ~4.5 - 7.0v = 16:9, ~9.5 - 12.0v = 4:3, Z > 10K.
SCART pin 16: 0.0 - 0.4v = CVBS, 1.0 - 3.0v = RGB, Z = 75.
If you put 5v on pin 8 the TV switches to the AV...
