There isn't any except greed. You can use the excuse that each PS2 game needs to be tweaked for the emulator, but that only floats if it's a homebrew one done by hobbyists, not a multibillion dollar...

PS4 could easily handle PS1 emulation. I'm sure if homebrew coders can knock out a good emu on weaker PC hardware, Sony can do the same, if not better on it, which they did, on their subscription...

I'm pretty sure like most 32X titles, Chaotix was shat out the door long before it was ready. The whole game (imo) just feels so unpolished, except the music. The music is stellar.
