Doesn't this thing allow you to save your progress in games that don't have save slots?

Nope. The PAR reads and edits memory and ROM information - you're thinking of a 'RAM saver' device. No idea what any product names are, where you can get them, or whatever. They usually work by taking all the information stored in the console's RAM and saving it to a battery-backed flash memory though. Like Genecyst .gsX savestates on hardware.
