You can collect them all by the end of Hydrocity act 2. I normally get two in each act of Angel Island, one in Hydrocity 1 and two in Hydrocity 2, finishing just before meeting Knuckles there. It can be done a bit sooner than I do it, but still not before HCZ2.
If you don't quite make it there, the top route in Marble Garden 1 leads to four giant rings very early on.

If it's the currently released versions of Sonic 3 Complete or Customizable, the easiest way is to jump with C, keep C held while jumping, tap B for your double-jump while C is still depressed. Technically, if you're fast enough, you can also mash B and C at once mid-jump, but the timing is tough.
The only reason I can think for that not working is using a keyboard where the buttons you have bound to B and C won't register simultaneously. In which case, Sonic 3 Complete's optional patch bundle contains a ROM patch to use the original method.
The fact you have to beat 7 challenging levels just to get the ability to transform; I disagree. They're a reward for all your hardwork - so what if they make the game easy after that point? The only people who say it makes the game too easy are the ones who cheat to get Super Sonic...

I never got the transformation to work. Maybe it's because I tried using the all super emeralds code in the sound test? I don't know. I'm not using the keyboard, I have a USB Saturn controller I was using. Maybe that's the problem.
