Are they region-locked? If "yes", are they playable at 60Hz once the region lock is defeated?
Is Smurfs basically the cart game + FMV cutscenes?

Yes they are region locked, but I believe they are playable at 60hz once it is defeated.
I believe they are all just cart versions + fmv or other minor features.The smell of scorched oil hangs in the air as a premonition of danger, while the engine gloriously shouts its war cry...
