I love Lunar: The Silver Star, but I voted for Popful Mail because that game is so damn fun even today.
I'm glad to see there's such a division in the poll though, because the Sega CD had a lot of pretty fun games if you dig through the library.

In all seriousness, it was completely pretentious for me to leave my comment open ended.
The list of games in the poll is quite good and I was especially surprised to see Eternal Campions:CotDS included. My vote went to Popful Mail. That game, above all the others listed, really put the system to great use. Most of the games in the poll are generally cartridge quality product with fancy BGM. Popful Mail fills a void which (I think) spanned the whole of the Sega 16-bit library. Ever since my dashed hopes with games like Last Battle and Mystic Defender, I'd continued to hope for a Genesis game on par with Zelda II: Adventure of Link. Landstalker eventually provided the Action-RPG gaming fix I wished for, but it wasn't until Popful Mail that a fantastic side-scrolling platforming adventure ARPG graced the Sega 16-bit generation.
As for the best game on the Sega CD? That is unquestionably Soul Star.
Out of those choices, I need to go with Sonic CD, although Lunar 2, and Shining Force CD are very close seconds.

I picked Robo Aleste. I had a blast with that game and everything in it is total quality. Final Fight is a real close second for me, it's the best version of the game out there so I figured I'd give it an honorable mention.
As for the ones not listed, Android Assault, Lords of Thunder, and especially The Terminator are high up on my list. Really, I think The Terminator has some of the best music in it, when I got a sega cd, it was by far the first game that really blew me away with the music soundtrack.
How is Sonic CD winning when it wasnt even as good as Sonic 2 ?

Seriously though, I love SoulStar (it should always be played on hard, the 2 extra stages make the game WAY better), but best?
Nah, the weapons are kinda lame, specially the homing one that loses power when you lose shield, and if you pickup rockets you lose it, rockets which are much worse than the laser. The "take out levels" scheme of reducing difficulty is brain dead. The controls during the "helicopter" sections are a much bigger struggle than the level themselves. The game is WAY too easy, I always reach the final boss with full health...
