It seems a bit ridiculous to me. But I'm sort of the wrong person to judge. I'll never be able to own a million dollar house. In my mind a house is where you live, not something you buy to resell. If I owned a house and the property values began to drop, great! Less taxes to pay.

That is only half the problem. The other half is that most people do not stay in one place long enough to pay off the mortgage. If you decided to move and then the value of your house isn't enough to cover what you owe, you are in rough shape.

Same thing if someone was looking to refinance their place.
