This guy is incredibly dumb, yet he's still outsmarting the staff here. How is he able to keep making accounts? Surely the staff here have banned his ip address instead of just banning each new account he makes.

I reported a user who is constantly ban-evading and spamming; he shouldn't even still be on the forums!

And he is horrible at circumventing. But then again when I was on IGN I got banned for cussin like a sailor not spam.

He's doing this for attention, and you guys going off the handle every time he signs back up is exactly what he wants. If you just ignore him he'll eventually tire out and go away on his own. Also, I don't know if it's possible, but a reduction of privileges like taking away a person's ability to make threads or limiting the number of replies they can give in a day would probably be more effective than an outright ban.
