I'm not sure what to think. I already have a loose TF3, but the label is in bad shape and I'd love to upgrade. Still, I'm apprehensive about it.
I've already got it, but I snagged it just to spite everyone else. Perhaps I'll flip it. Actually, I was planning on selling my entire collection at some point; so I need to get extra copies of the games I plan to keep - and this is one of those.

Everything!!! I don't enjoy collecting anymore - it's more of a chore. But it won't be for another couple years at least... I have to finish a few more sets, and purchase duplicates of the aforementioned keepers. Then it'll probably take me years to find suitable buyers, but I'll cross that bridge when I get there. Or, if I can find a gal who loves games and convinces me to keep them, I might then hold on to them - that is highly doubtful though.
He could have just put the wrong photo up. I've seen that happen before.

It actually happens all the time, particularly with sellers who have a large number of auctions. Normally, what it says in the description and title is what you get.
When a wrong photo is posted, it's usually more obvious, because instead of Sonic 2 it's something like Columns. In this case, the seller likely didn't tap an extra "I" or something.
If the buyer only had to pay a few dollars for shipping, then it's worth a shot.
These listings with rip-off or no shipping to Canada really hurt a seller's overall sales. Too many times I've seen a listing I'd like to buy rot for months and they refuse to sell to me (or they want 10 times the value for shipping).
