Yeah, I don't know why the VDP2 wouldn't easily be able to lock a scaling floor to a non-scaling 2D background better than Virtua Fighter 2 did. Also, I think Last Bronx's backgrounds are all VDP2, though there isn't any reason why VDP1 couldn't have contributed some of the 2D scrolling layers. In Fighters Megamix and Fighting Vipers I think VDP1 only does the characters, lighting, dithered transparency and 3D cages.
If VDP2 is doing the floors in VF2 I bet it is also doing them in Virtual On.
