Let's sort this out: that page was last updated in 2001, those screenshots are from that cancelled ride and the game they were mentioning sounds like Sonic Mars; which went on to be X-Treme.

On a sadder note, Sega will not be bring out the much anticipated first 32X Sonic game titled Sonic Chaotic. This game will only see the light of day in Japan, this Summer. Sega will be bringing a similar title out staring Knuckles aroung Christmas '95."
So from the information above, there may be a working prototype of the so called, Sonic Chaotic some where, most likely in Japan. Or, Sonic Crackers could have meen a alpha of Sonic Chaotic, except, it was going to be released on the Genesis, untill the 32X came along.

It was probably canned right after they realized Sonic Crackers wasn't that good, and decided to recycle Sonic's sprites to make the Armadillo

If you needed help with a game all you had to do was write to Sega and they would send you a free walkthrough. Now I did this for Sonic and Knuckles and that is where I first learned about Sonic Chaotic for the 32X. Now i'm sure i'm not the only person that got that walkthrough.
