Yeah, the thread went weird there for a while. And I can be a jerk sometimes just like anyone else. I try to pull back before I go too far.
That sounds good. Too high and the input logic levels won't be right for the chip, but too low will use excessive current.Try out a pull-down resistor in the 4.7K to 7.5K range if you can.
I'm not sure about your math. I bought Virtua Racing new / clearance for $20. I bought Virtua Racing Deluxe with a coupon for $50. I bought my 32X new for $120, but the cost of that is divided by all of the other 32X games that I bought. Either way, I didn't spend $320 for Virtua Racing Deluxe. I kept Virtua Racing to play on my Nomad.

I'd assume measuring DTACK's current on a stock Genesis will tell me where it needs to be on the 32X.
$320 = the full launch price of Virtua Racing + the full launch price of the 32X + the full launch price of Virtua Racing Deluxe, no discounts. I touched on the divided cost in a previous post. Eighty percent off on Virtua Racing was pretty good, how long did it take for it to get that low?

Villahed94 did the mod on his 32X. If I had Genesis VR, I might try it, but since I don't, I don't feel like trying out that mod.
i never did the mod. I have an Everdrive and can just use the 32X version.
