Creating new and specific Game Genie codes

Is there a way to make new and specific Game Genie codes? I wanted to make a code for College Football's National Championship. The book suggests trial-and-error with existing codes, however no codes exist for this game.

Also, I would like to try making codes for other games. Is there any way other than trial-and-error?
