If you have enough of a wire stub remaining to solder/splice to. I have never had this happen to my 7800. 4jays and Best Electronics sites both sell new 7800 adapters if you need one.

It probably wouldn't be too bad of an idea to maybe mod a barrel jack on the 7800...

There seem to be a lot of 7800 adapters out there with the plugs torn off. My Goodwill 7800 came that way, actually. No idea why, though I guess it's more likely to be unintentional and/or carelessness ("It won't come out...yank it harder!") than people intentionally stripping the ends. I got my replacement adapter from Atariguide.com, IIRC.

That mod's out there, though I've never done it. From memory, it was a pretty simple one.

You also might want to hit up TheGoldenAx on AA - he sold me a replacement AC adapter fairly cheap.

Wow, did someone slam it against a wall in anger?

I would recommend Atariguide, 4jays, or Best Electronics before golden ax. They will sell you new and golden ax will sell you used, plus has not been the easiest to deal with in my experience.

Considering only two wires are needed, voltage and ground, yeah I think it's safe to say it's a really easy mod... You could even use a little headphone jack like the 2600 Jr. uses if you wanted. The Jr. AC Adapter may not be able to support the 7800 though.

I would add a barrel jack to it, one which would fit the model 1 Genesis PSU. I've done it on mine and I actually play my 7800 more because of it. I wouldn't recommend using the 2600 power supply (which is actually the same across all 2600s including the Jr.) though as it doesn't put out quite enough amperage for the 7800.

You can put literally any kind of power jack on the 7800, if you have a particular brick that would support the console...
