I think it will be complete. They released Watman (a Batman remake from the Spectrum for the GBA) and for 15€ it came with cardboard box and instructions.

It will be complete. It's been 100% developed and designed by pocket_lucho, fellow ElOtroLado.net member. He's also quite an artist creating arcade cabs and mini-cabs

The price means he won't be making a single € for this. This is most likely the only edition of the game there will ever be and there's just these few friends creating just these few units, so apparently an even lower price wasn't possible.
