On the SNES, no, the PAL SNES cable will not work with a Japanese or US SNES system without modifying the cable. A PAL Gamecube Scart cable will work though.
I'm not sure about the Saturn, this is the first I've heard about PAL and US systems being different. I'm pretty sure I got my Saturn RGB cable from a dude in Scandinavia, and it works fine. I assumed that the US version had audio cables just because most people in the states are using the transcoders that do not pass along audio without modding or using a breakout box.

The US never really settled on a physical interface for console form 15khz RGB. It's why even in the rare event you find a US TV or monitor who accepts it direct (as opposed to via transcoders), several various connectors may be used. (SCART, BNC, DB9, etc)
Nonetheless SCART has become de facto standard for many gamers since Europe-type RGB cables/selectors/etc have better availability to us than Japanese-type.

Well, if you can't find a real Japanese RGB cable you can use a EU RGB cable and convert it for use in Japan, the sites below have the pinouts and info:

I have an RGB SCART cable for my Saturn and it looks great. I remember reading somewhere that people were getting a much better picture by pulling the signal directly from the Saturn's chip, instead of using the normal A/V port. Is there any truth to that?

Hi im new here. Been a lurker for years though. I have my own question for another post. I am also looking to buy a XRBG box. I've read the Saturn Japanese RPG cables do not put out a good picture. Is this true, does anyone use them? Or would I be better off buying some good scart cables with audio breakout and using the pin adapter for the XRBG?
