The only reason why they use the Guy Fawkes mask is because of the movie V for Vendetta. Using that context it sort of makes sense, however it's use in the original comic is ironic for the very same reason as you've described Tanegashima. The character V is an anarchist who wants to break the grip that the fascist government has over England in fictional 1998, as an anarchist why would he wear a Guy Fawkes mask?
