I think I have an old SCSI Mac CD drive. It's external and I didn't use it much, but it is definitely SCSI.
ouch.. I don't know how to do SCSI in DOS.. (even though win 3.11 is installed, it's a GUI, it's not the OS, so you need to do DOS work...)
(win95, 98, and ME are DOS GUI's too, but thats a different story.. those shells have plug and pray..)

Even DOS supports file sharing..In windows 95, it's just easier and more integrated...
For sharing audio ports, it won't work on those systems.. You can barely do it on a modern computer.. USB audio however, only 2Mbps faster, can do it.. I think it's the encapsulation of the network packets for Ethernet, that slows it down a bit..

If it's missing, you will HAVE to download it yourself.. However, where it wants it, that's another story.
I would reccomend Firefox anyway. OpenSource, and uses the same system as Netscape, but with less crap hogging memory...

This is why it's called DLL Hell.. "Sometimes"... You need to get it, it's obvious it's not found...
I never had a problem with Firefox.. That's not to say it won't have issues on a certain computer.. You could always give it another try though.. But, these days NetScape is bloatware.. It's fully loaded with all sorts of shit you really don't want..
Btw, the DLL missing is a VBRunTime I believe...
