    Default Dreamcast CD-ROM region lockout

    This is a little something I'm not sure I've seen explained well... How are CD games region free on retail consoles? Does the standard check only take effect for GD discs, or did Sega include an unlocked mode in all systems in case official developers needed it?

    It's an exploit. I believe because they included MIL-CD support. I'm sure someone here can explain it much better.

    You're right, it only checks GD-Roms for region. Selfboot CD-Rs and bootlegs are recognised as MIL-CDs (~multimedia cd). SEGA released Karaoke MIL-CDs and some other obscure stuff in this CD-ROM based format.
