It's not Yuji Naka, it's the difference in hardware. The NES can vertically slide horizontal sections of the tile layer, although like most things I believe that it must be supported by the mapper.

The SMS can't do that, which is why tile-based giant "sprite" bosses with a floor beneath them tend to move jerky.
