you mean like Streets of Rage 2 ?
you just have to filter "JE" on any romset then.

Ghostbusters and Quackshot are those quite text-heavy I remember from the top of my head.

That isn't foolproof because many games released in Japan were English-only (it's so common that in fact it's considered a localization mistake to translate menus in Japanese, only text heavy parts needed to understand what's going on are translated).

On the other hand yeah, searching for JU/JE/JUE could help start filtering down the list, although you need to account for all possible permutations too. Even then, I suspect most of the games won't be dual language. Also most of the games that are dual language are early games, so you may want to start by looking there too.

    A few more, non-text heavy:

    Revenge of Shinobi
    Mystic Defender
    Streets of Rage
    Thunder Force II

The biggest difference is most often just the logotype on the title screen.

Mystic Defender is especially notable because there were cosmetic differences to remove the licensed material from Kujaku Ou/Peacock King and minor censorship in later English versions, but the Japanese data is still in the US ROMs, IIRC.

It usually doesn't bother documenting when a game has multiple languages (or they'd have to document every game that got translated at some point). When they document language changes it's usually because of some revisional differences (e.g. Sonic Battle has an English option in the Japanese release, but still got a typo fixed and one phrase from Rouge toned down in the US release).

You mean games that are English when set to US or PAL and Japanese when set to Japanese? It might not be all of them but should be most of them.

Ayrton Senna's Super Monaco GP II (can also be changed via the settings, Japanese only shows on World Championship mode)
    Bonanza Bros.
    Champions World Class Soccer
    Columns
    Fatal Labyrinth (US/European version only)
    Flicky
    Forgotten Worlds
Gauntlet IV (Japanese version is not region locked, can also be changed via the settings)
    Ghostbusters
    High Seas Havoc
    Mercs
    Mystic Defender
Paperboy (can also be changed via the settings, Japanese version only!)
Pit-Fighter (Revision A only, you can tell by the first opponent and the fight purse screens. If they are in English when played on a JP MD, it's not Revision A but if are in Japanese then its Revision A. Japanese copies are Revision A but US and European ones might vary.)
    QuackShot
    Rambo III
R.B.I. Baseball 4 (Japanese version only!)
    RoadBlasters (Japanese version only!)
    Steel Talons (Japanese version only!)
Super Hang-On (can also be changed via the settings, Japanese only shows on Original mode)
Super Monaco GP (can also be changed via the settings, Japanese only shows on World Championship mode)
    Streets of Rage/Bare Knuckle
Streets of Rage II/Bare Knuckle 2

Art of Fighting and Gunstar Heroes technically have dual language however they are region locked, there might be more that we don't know... Comix Zone depends on the region, the Japanese version can choose between Japanese and English (unknown whether setting the machine to US and remove the region lock displays in English) while the European version can choose between English, German, French and Spanish via the settings.

Also there are a few that do change the name on the title screen into Japanese but the game is still in English such as Toki Going Ape Spit, Final Zone, Fire Shark, Twin Hawk, Ghouls 'n Ghosts (possibly ending as well?), Grind Stormer, Raiden Trad, Bio-Ship Paladin/Uchuu Senkan Gomara (was not released outside of Japan).
