The dump and a playable rom would be a nice technical challenge especially from an Intel Cyclone V system and hardware...overprotected.
A demo might be pretty hard to do without source.

I think with these analogue systems (isn't there a snes rom that came with one that isn't dumped also?) the game itself must not be in a rom form that can be dumped. It must be in some special proprietary format that the system is setup to play. Just a non technical guess.
