I have to update my original post.
After a bit of trying my total time in Sonic CD is 14:20.xx
The only programmer times I didn't beat were
CC3
TT3
WW3
Special stages 1, 2, 3, 6, 7
So, not too bad.
ok programmers total times were;
Total Time - 16:53:40
Special Zones - 2:09:93
killed it.
14 mins? I can't see that happening.
Only on an emulator with slowmo perhaps like the youtube vids
The players at http://www.soniccenter.org have it down to 10 minutes.
I used many of their ideas and paths.
Though I refuse to use zipping, and I also am not as good as they are, so 14:20 was best I could manage.
I couldn't even get the 3.35 seconds on Collision Chaos 3 : (
I really wanted that, since they don't use cheating or glitches to achieve that time.
WTF 3.25 seconds on Collision Chaos 3?!? I gotta see that. Did the guys at Sonic Center submit their videos to Speed Demo Archive yet?

I had to do the special stages on the PAL version of the game, because the timer goes slower, I am also the fifth fastest Special Stage player. (what a coincidence)
I also time attacked the NTSC special stages to death, and was disappointed I had to do it all over again on the PAL game.
My NTSC special stage total time is
1:59.70

It's semi easy.
Start a Collision Chaos 3 time attack
Do a super peel out, press forward to start the run, press and hold down + jump, (so kind of like a half circle motion, if you're familiar with Street Fighter) and you've basically got it, though you need to press forward in the air at the very last second.
