Probably because Sega's own dev teams have little to no interest in developing for PSP, and they don't want to leave that market untapped.

    I'm betting it's THUNDERBLADE!

Sega's output for the PSP is similar to their early Gameboy Advance releases when there was a clear difference between SOJ games and SOA ones. Many of the SOA games was never released in Japan while a handful of SOJ games were released in America.

But with the PSP however the SOE releases such as VIRTUA TENNIS and most likely OUTRUN 2006 will be released in Japan as well as the odd choice of SOJ publishing an exclusive MYST title for the Japanese first although it's developed in the west.

It 's apparent that the PSP is getting more western development from sega than the other two handheld systems.

They are also going to release something called The Tower SP for the Game Boy Advance in 2006. Its a Sim tower kind of thing.
