The modem no, the software yes.
I use my NetLink on my modded Saturn to okay against a few folks here in the UK, but the browser and all the NetLink Games are US so require a region modded Saturn or Action Replay Cart.

Speaking of Netlink, does the Virtual On Netlink Version contain the regular game as well or is it online only?
