Here's how you get to the "Cheat Mode" in Streets of Rage 2:
Highlight the options at the main menu, then hold A+B on controller 2, and finally press any button on controller 1. This will add additional options that allow level selection, difficulty levels, and increase in the amount of lives(limit is 9)
If you don't want to cheat too badly but you still need a little help, you can try out this helpful cheat...
All you need to do is move to the left corner of level 1 and press punch, this gives you a bonus life. Yaaaaay!
