How to create Saturn Video and Photo CD's?

I have a viktor mpeg card on the way. And i was wondering what would be the easiest way to create Saturn Video and Photo Cd's?

tmpgenc for windows. I think nero 6 burning rom too.

Xvcd profile @ 352x240 variable bitrate will work just try to stay about 2050-2300 kbps for video, about 256kbps audio and write cdr @ slow speed.

Nero definitely won't make compatible ones, unless there's some option I missed.
I heard good thing about TMPEGEnc though. I would not use variable bitrate since that was more of a SVCD thing, and the Saturn cards only support plain old VCD.

No, that's out of spec for standard VCD.

TMPENGEnc works well enough, I've used it a few times. And as zyrobs stated variable bit rate isn't really in the standard VCD format, you should stick to constant bit rate.
