I'm going to disagree with you on that. It's certainly not a professional, calibrated tool, but for the application it's used in it's more than enough.

If a cap measures 100Ohm ESR, I bet you it's...

From my quick search on google it looks like plasma is interfering with IR, but the fix is just using tape (?).

Quote is from a user on the avsforum. One of the first links I found on google.

Which ram did you try? Just the RAM or VRAM too?
If VRAM is fine then your issue might be the graphics chip, but I'll leave that to the experts here.

    My guess would be VRAM.

Looking at this https://en.retrogamesupply.com/products/power-supply-for-sega-megadrive-genesis-1 , the original power supply is 9 to 10V and capable of delivering 1.2A.

I don't think changing your voltage reg would cause something like that. My guess is your power supply is under too much load.
Anything getting hot in there when powering it up?

It's best to try with another 9V power supply just to rule out that yours is dead or not.
Best case scenario it's your power supply.
Worst case something is drawing to much current and that's why...

If you're only dealing with digital signals, low/high, then a cheap logic analyzer might be better (see aliexpress).

4.45V is really low IMO. What's your input voltage?
Does the 5V regulator get hot, or anything else on the 5V getting hot?

Not sure how to check the oscillator without an oscilloscope. If you...

As segasonicfan mentioned, you might have H-sync issues, but those issues can be due to bad caps not working properly and not filtering power rails or other as well as they used to.

Check polarity on the capacitors you installed, maybe you misplaced one.
    There are schematics available online.

Whenever the MD is turned on, there's 9V going to a transistor on the Mega-CD, which switches the power going to the 5V linear voltage regulator.
