I don't think that's true at all. Genesis (and Sega generally) homebrew isn't particularly robust, but NES homebrew is thriving. I think hacks may be more likely to fade as that market gets saturated.

Video Game Sage has risen in the last year to offer a forum community after the fall of NintendoAge and SegaAge, and it isn’t specific to any console or company.

The Dreamcast versions of this are open for pre-order now with Pixelheart, but it's unclear when they'll list the Genesis version.

On the Genesis front that’s true, but crowdfunding for NES homebrew has been generally successful and reliable with only a few games demonstrating immense delays.
