    I was under the impression that EA sometimes packaged Genesis cartridges in Mega-Drive boxes for release in Europe. But that's the only exception that I know of.

    So, what's the deal? Is the PAL version so rare that sellers are just sticking NTSC versions in PAL boxes?

    EA did so. I have at least 20 EA Pal Version Games, and the carts come with "to be played on Genesis system". So, yes, EA just put the same carts into different boxes with different box design, and that's about it.
