Dark, dreary and overly contrasted, with sometimes boring hue shifts.

Maybe that's the look they were going for?

Quick mockups which remove one but add 4 and 5 other colors respectively (30 to 33 mid, 34 rightmost - top of roofs and log stairs highlight):

Would be interesting to see if it pulls just from two sub palettes or if it just has a bunch of overlapping ones, but either way this requires a bit more work than a simple palette hack.

Soleil is one of the games with the best use of color not only on the Megadrive, but the entire 16bit era. To keep it plain and simple.

One reference would be Nausicaš from Miyazaki:

    Or Totoro:

There is a carefully selected color range for the full screen, as a hand drawn oniric picture that reinforces the solitude of the protagonist regarding other human beings.

(Both images have been poorly saturated afterwards, but even so you can notice the original intent).

Then, you want to turn it into this:

Soleil is not an highly saturated anime, and it doesn't pretend to be. Even the pixel art would prevent such a change in color direction without turning it all into a pixelated mess.

    what do you think?

I think it looks a lot more like a beach now!

This one, on the other hand, looks interesting.

    Nice job.

except that SIK showed on the previous page, how it could be done and it is a huge improvement. my mock up was not good as it was my first attempt and using a simple paint editing program. but SIK showed how the colors could better represent the actual terrain while still keeping the overall style

Auto-conversion of the Totoro pic with a few tweaks just for fun, it would require some more work to remove noise and optimize some shades. It being a jpeg also messed some things up.

Soleil is similar to those but brighter and a bit more saturated overall. I think for Nausicaš, we had to wait for higher color counts and resolution to do this style near 1:1 in-game - my first though was this game for Saturn (Nanatsu Kaze - No Shima Monogatari):
